Is the art of the scroll reletive to the competition? Can I leave it blank or will that effect my score? Or should I just find a goof picture from google and use that?

No the art is not relevant, you may leave it blank and it will not effect your score or chances of winning. A picture wouldn't hurt though, just to complete the scrolls if you are using the designer however as I said, it wont effect your chances.

So the point for the scrolls is to embody rebellion against Order?

Or this just added flavor and any type of Spells and Enchantments are fair game?

Also, should we submit all the ideas in one huge post. Or can we submit a few per post?

Just want to say this is awesome and I was not anticipating another exciting event so soon after the huge patch, thanks a lot to Mojang and Scrollsguide.

How significant is balance? Will Mojang have the ability to tweak casting cost or other aspects of winners cards, so that judging will be focused more on whether the effect is interesting?

Honestly? I'd try balancing it.

After reading through the list how are the judges going to handle repeat cards as there was quite a number of the same card creations from different people. First in?

Balance will be very significant, since it shows how good the idea will be able to fit in-game. Of course Mojang remains the right to change the winning scrolls but if they won't have to, that's a big big plus for your design.

Can the spells/enhancements you submit create a creature/structure unit not actually in the game?

Could you show us some examples of these repeat cards. I didnt see any. Were they copied, or just conveniently similar?

I'm not a Mod/Dev, but i dont see why not. Although you will want to be careful with those. (Rat King)
