Technically not a structure, but consider this:

Mobile

Only costs 2E

4 health (same as useless contraption)

Heals other structures or a free 'pother'

Immune to tick and incendiaries

Have I missed anything?

Interesting concept. I tried to find possible problems.

Just to clarify, I define 'A wall' as:
A hindrance requiring opponent to (1) wear it down (due to high health) or (2) play around it.

#1: Mobile
Hard to refute the value of this.

#2 and #3: Only costs 2E for 4 health (same as useless contraption)
This may not be as valuable as it sounds. The ability to block at cost of 1 resource is crucial. Despite that, a 1 drop allows for easier splashing in other decks.

#4: Heals other structures or a free 'pother'
I would expect your 'wall' to die before either of these become useful.
That may be pessimistic.

#5: Immune to tick and incendiaries
You brought up strictly attacks on structures. Now that that you have a creature, you have a different problem. It is far more popular to stack a deck with enchantments and spells that attack creatures (as they kill idols). There are several options to pick from across the different resources. I see this as a disadvantage.

The thing is that.. Almost every burn that affects creatures affects structures.. while tick and incend only affect structures.. So i think you're wrong there..

back when order players relied way more on waking stones i guess they were a very nice option. now youre pretty much right they offer a lot of utility, but maybe not quite enough...2 for 4 is fine, but not that amazing if much of the utility is wasted, which is the case right now i feel with heavy structure based decks pretty unpopular among energy players.

Changing Clock Library to draw a scroll every turn, have 3 Health, and lose 1 Health each turn would immediately make both Clock Library and Machine Priest viable.

Where is this 1 drop wall?

I'm actually coming around to thinking Mortar is the best wall in the game, especially if you can keep three out.
