You can challenge another player by clicking on their name and selecting Challenge. A challenge match is unranked (i.e. it won't affect your rating).
If you have been challenged you will receive a pop-up message informing you of who has challenged you. You can then accept or decline this request.
You are able to toggle off the Accept Challenges setting if you do not want to be disturbed. This is currently enabled by default every time you enter General-1 chat.
